Bringing a long-simmering savings bank crisis to an abrupt boil, seven savings banks were suspended yesterday as local financial regulators ripped the lid off their full-scale investigation into the savings sector’s books.
Two large savings banks landed in the guillotine, including Tomato Savings Bank and the Kosdaq-listed Jeil Savings Bank.
However, even with six more savings banks reported to have dangerously low solvency ratios, government officials hastened to assure the public that additional suspensions were “procedurally” unlikely during the remainder of this year.
Financial authorities and analysts feared that yesterday’s announcement could spark bank runs that could trigger a wave of liquidity crunches in other savings banks, similar to the domino-like suspensions that closed four minor savings banks in the Busan Savings Bank group after its flagship bank was suspended in February.
Yesterday, the Financial Services Commission announced that seven savings banks - Tomato, Jeil, Jeil II, Prime, Daeyeong, Ace and Parangsae - had been suspended en masse as of noon that day.
The total number of savings banks closed this year is now 16.
“The [suspensions] are the result of ... a full-scale operational review of 85 savings banks over roughly seven weeks,” said FSC Chairman Kim Seok-dong at a packed press briefing at the FSC headquarters in Yeouido, western Seoul.
“If these savings banks fail to normalize on their own within 45 days, we will immediately begin proceedings to sell them to third parties or deliver them into the care of the Korea Deposit Insurance Corp., in order to reopen them for business within roughly three months to minimize depositors’ discomfort.”

However, the suspension of Tomato and Jeil, with more than 2 trillion won ($1.8 billion) in assets, is expected to hit the industry hardest.
Tomato Savings Bank, based in Gyeonggi, was industry No. 2 by assets and had more than 250,000 customers as of 2010.
The suspension of the Kosdaq-listed Jeil Savings Bank is expected to affect its roughly 190,000 customers, handled by five branches in Seoul and the metropolitan area, and holders of its shares.
Jeil Savings Bank’s trading will be suspended from today and the company will face delisting after the release of its latest earnings report.
Officials were especially concerned about a bank run starting today. The FSC and the KDIC deployed employees to savings bank branches yesterday to reassure worried customers.
In particular, officials pleaded with the public to refrain from withdrawing money from Tomato II Savings Bank, an affiliate of the suspended Tomato Savings Bank but a separate organization with a BIS ratio of a healthy 6.26 percent.
On the burning question of whether there will be more suspensions in the near future, officials admitted that six more savings banks had BIS ratios of less than 5 percent, but said they hadn’t been suspended because they had viable restructuring plans. They refused to name them in fear of nailing their coffins by sparking a wave of withdrawals.
“In order for a suspension to take place, the process begins with the government’s operational review and takes about two to three months,” said Kim Joo-hyun of the FSC.
“The government has completed all the reviews it will carry out during this year, so barring any sudden events [such as a bank run] additional suspensions are procedurally impossible.”
Customers of any of the seven suspended savings banks will be able to get up to 20 million won out of the government-guaranteed 50 million won from this Thursday.
